The investigation devoted to the issues of risk management in the processes of municipal management. Based on the study of the interaction of formal institutions and informal municipal interaction, key concepts of uncertainty, complex and multiple-valued risks considered. Particular attention paid to specific stages of risk management: preliminary, interdisciplinary and quantitative assessment in risk management, and communication in municipal risk management. As a result, an adaptive integrative model of risk management for urban development planning has developed.
