In this article authors consider evolutionary stages in development of national policy of Russia, open the main conceptual approaches in its realization in a historical section of existence of the Russian multinational state. At present, one of the topical issues is the problem of further developing and implementing the national policy of the state. The conceptual basis of this policy should meet the requirements of society's modernization and correspond to the parameters of a multi-ethnic Russian state.

The article deals with the ethnic situation and ethnic feeling Russian people, living in ethnic environment. The primary objective of the authors imply, first and foremost, identification and analysis of the basic vector, associated with the transformation of the positions of the Russian population of Dagestan in the political and social spheres. The article contains methodical recommendations for further prospects. Related to the study of the status of the Russian ethnic group in the Republic of Dagestan.
