The study explores key trends in the development and enforcement of constitutional norms in Russia since 2000. It identifies existing achievements and constraints in the realization of the constitutional norms, defines causes of a number of difficulties and problems in the area concerned and formulates priority directions of modernization of the constitutional order and further development of national legislation in line with constitutional provisions
