Dagestan is one of the most ethnically, linguistically, and religiously complex areas in the world. The presence of numerous ethnic groups, always create a conflict of interest. There are important is the geopolitical aspect. The article research the role of ethnic factor in the national security state, and trying to find ways to stabilization of the situation with helps the dialogue and activity of civil society.
