In this article author analyzes the factors and strategies of the non-profit sector development in the Rostov region. The author also presents some results of the observation called "Trends in the formation and development of socially-oriented non-commercial organizations (NGO) cluster in the Rostov region”, conducted in December 2016-April 2017. The main conclusions are given, including description of the main areas of the Rostov NGO; Development strategies for NGOs in the Rostov region; Main development problems and prospects of NGOs cluster in the Rostov region.

In the article the author analyzes the forms of governmental support of the non-profit sector in the social service system. The article considers changes in the Legislation of the Russian Federation 2009-2016. A conceptual description of a socially-oriented non-profit organizations (NGO NCOs) cluster is given. On the example of the Rostov region, the social practice of NGOs in the region, the dynamics of the cluster development of NGOs are analyzed.
