In article the main problematic issues of expansion of the public beginning in management of education are opened. On the basis of critical approach to consideration of modern practice of participation of the public in management of an educational industry author's vision of processes of formation of state and public management of domestic education is provided. The line item of the author stated in article is supported with results of the conducted research.
