E-PETITIONS PORTALS AS A FORM OF COMMUNICATION BETWEEN GOVERNMENTS AND CITIZENS IN RUSSIA

The article prepared as a part of grant nanced by the Russian Foundation for Humanity presents the results of structure, functions and contents of e-petitions portals in the Russian Federation as a form of citizen participation in governance process. The role of portals in communication between governments and citizens is revealed. The comparative analysis of the sites is conducted; their advantages and disadvantages are analyzed. E-resources that make possible to impact the decision making process are classied. Effectiveness of petitions signed by Russian citizens is evaluated.
