The Southern Federal District has the necessary resources for the development of such a type of industrial production as the production of computers, electronic and optical products: the production base, labor resources and capital. Especially, the resources necessary for this are presented in the Rostov region, the Republic of Crimea and the federal city of Sevastopol. The article presents possible scenarios for the development of the production of computers, electronic and optical means in the Southern Federal District under the economic sanctions imposed using cognitive modeling tools. An assessment of the effectiveness of regional industry programs or programs that have sections related to industry is given. Recommendations are given for improving the development of the production of computers, electronic and optical means by adjusting regional development programs.

This article is devoted to the analysis of the development of the industrial complex of the Southern Federal District in order to identify the main vectors of development and determine the final object of the industrial complex of the region. The dynamics of development over several years makes it possible to determine the general trends and changes that have occurred in industrial production, to identify the subjects of the region with the greatest potential and the subjects of the regions that require additional support. This analysis determines the relevance and necessity of maintaining the existing high growth potential of the industry of the Southern Federal District in the face of external changes.

In this article, the authors try to analyze the problems of planning in the Iraqi fuel and energy sector, focusing on the example of one enterprise (company) of the Iraqi oil industry. The main problem lies in the weak planning of an effective oil policy in Iraq in the field of oil and gas production and export, weak development of oil infrastructure. This leads to fluctuations in Iraqi oil and gas resources under price pressure, despite the huge volume of these resources and the huge revenues generated from them. The problems of planning are considered on the example of the Midlands Oil Company. Based on the results of the analysis, measures are proposed to improve the efficiency of Midlands Oil Company.

In article need, the principles and the main directions of past and present participation of the state in implementation of structural transformations of the industry of the Republic of Crimea are considered. Among the considered vectors it is possible to note definition and stimulation of the most effective directions of investment into various spheres of action and financing of federal target programs, elimination of deformations in forms of ownership, regulation of conditions of privatization and the restructuring promoting formation of effective structure of industrial capacity of the Republic, production diversification and so forth.

The relevance of this topic due to the fact that in connection with the global political situation and the imposition of sanctions, Russia has sharply raised the question of the revival of national industry, and as a result began to actively develop the cluster policy, which is in the main instrument of import substitution. Cluster policy is a new direction in economic development policy. The aim of this work is to study the management strategy for innovative clusters and to assess the impact of innovation clusters on the economic growth of the Russian Federation. To achieve this goal requires the following tasks: analysis of the terminology of the innovation cluster; analysis of the structure of an innovation cluster; analysis of performance indicators of innovation clusters; assessment of the impact of activities of innovation clusters in economic growth. Materials and methods. In the course of the study, we used the me-ODS of analysis and synthesis, the positive and normative analysis, and statistical analysis. Results. In the work of the estimation and presents the prospect of development of innovative territorial clusters in the Russian Federation. Conclusions. Recommendations for strategic management of development of innovative territorial clusters in the districts of the country.
