Strategic planning at the level of regional subsystems, which include the education system is fraught with methodological problems. One of the problems appears the procedure of formation of the strategic objectives of the education system of the region. The article shows that in order to target the unity of the prospects for the region's education system development and the region as a whole, it is necessary to ensure the correct transition to region strategy to the development objectives of the regional education system, as well as a tool necessary to form a tree of goals, built on the basis of the matrix "goal-task "and the objectives of adequate tar-gets most of the region's development strategy.
