Assessment of the role of the State is being actively discussed in the analysis of the processes of globalization-the largest framework changes in today's world economy over the past 25 years. Development of the processes of globalization required an awareness of the crucial role of institutions and the State as a guarantor of their economic development. There is also an awareness of the lessons of the scale of the global financial and economic crisis 2008-2015, with unprecedented wildfire engulfed the world economy.

The modern format of social fabric created in the country is characterized other than earlier applied models of the relations and ownership rights on the earth which in turn left the mark on structure of a social production and processes of social and economic development of regions of the country. Unlike others the systems of complexes, the system of land use has the uniform hierarchically subordinated and interconnected structure consisting of a large number of the various straight lines and feedback defining and forming optimum admissible development of processes of land use as a uniform immovable property and land complex on the one hand and as specific object natural among with set of biological, landscape and geographical and climatic factors on the other hand.

The article deals with the specifics of the NORTH that the main reason for less linkage in economic area of regional-economic systems of macro-region is not limited by production cycles of reproductive processes in the mind of a "traffic trap" arising in connection with: the original concentration of "supporting" the north roads in certain areas; the deadlock situation of certain regions on the transport networks of the backbone infrastructure; lack of the capacity of transport infrastructure. The lack of "indirect" integration between the NKFD, according to the authors of the article increases the speed and costs of transport, does not provide access to all actors in transport systems maritime ports.

In the article the causes of inequality in the level of socio-ecological-economic development of territorial and economic systems are envisaged. It is concluded that the threat to national security associated with the polarization of economic space arises when the laws are violating territorial justice, and the contrast in the basic parameters of the standard of living of the population reaches a critical peak in the "growth poles" and a minimum in the "periphery".
