This article discusses the principles of federalism, as well as the conditions of a federal state structure actualization process. The author identify new geopolitical and domestic political factors, which are supposed to determine development of the "federalism of policy"and "federalism policy", taking into account national security, sovereignty, counterterrorism policy and providing differentiated interests of the states, regions and communities.

Federal relations are the result of the federal structure of the state, and represent a complex, multi-level and multi-functional system with diversity of subjects and actors. The content and forms of federal relations are directly correlated with the level and quality of the national security of the federal state. The present article is concerned with the security of federal relations as a component of national security.
