In article the basic concepts describing political and information streams in system of public administration are analyzed. The author allocates the convergent constructs of standard level urged to organize process of preparation and use of political information. Deviations from such set of standards should be considered as deviations in political management. The set of the standard constructs revealed in the course of the analysis is designated by a research matrix. The described procedures reflecting identification of administrative deviations in a result promote increase of efficiency of political management.
