The long-term and large-scale institutional changes associated with the situation of a viral pandemic, in fact, transformed the entire spectrum of traditional well-established socio-economic relations in the field of functioning of spheres, industries and regions of the national economy, indicating a new vector of development of the public administration system, including measures of social support and economic regulation of the ongoing processes. The article analyzes the problem of transformation of institutions of socio-economic policy in the context of a long-term epidemiological situation, which remains relevant and requires fundamental development of both methodological substantiation and conceptual approaches, as well as forms, directions and tools of anti-crisis post-pandemic regulation of spheres and branches of the national economic complex.

The tendencies of deepening economic integration are characteristic of both the global economy and national and local economic systems. The institutionalization of economic interaction at the level of the world economy facilitated the simplification of many international economic procedures and the coordination of trade relations between countries. However, at the local level, the region acts as an economic space for both national and international integration. The conceptual basis for building a geo-economic strategy for regional development is to ensure the economic sovereignty of the region, competitiveness and integration into the global economic space.

The issues of forming a single regulatory mechanism for territorial development in the general system of state macroeconomic policy become important in modern conditions, helping to overcome the disproportion of socio-economic growth characteristic of the modern geo-economic development of the North Caucasus regions. The measures implemented in the framework of the modern economic policy of territorial development, have positive results and have had a significant impact on improving the socio-economic level of development of Russian regions. However, many Russian regions (especially the regions of the North Caucasus) retain the position of highly subsidized territories, which hinders the achievement of sustainable economic and social growth rates in the Russian macroeconomy. In these circumstances, it is necessary to take into account geo-economic and geostrategic development factors in the formation and implementation of a territorial development policy.

The economic development of modern society is associated with the rapid development of innovative technologies and technologies of artificial intelligence, the search for new alternative ways of energy, the formation of new technological and energy markets in the national and global economic systems. The objectivity of the global technological growth processes predetermines the need to form a sustainable potential for national economic development that ensures systemic efficiency in the long term. The article analyzes the main determinants of national economic development in the context of global technological growth. The authors explore three components of national economic development that ensure world leadership in the global system: the development of innovative and technological potential, the optimization of the use of energy-efficient potential, the intensification of creative and educational potential.

In the system of economic policy of critical social technologies, crisis management gains character of strategically significant criterion function of the state providing stability and stability of national economic system on all phases of a business cycle. The macroeconomic instability becomes an objective factor of the present stage of development of economy in the conditions of which fluctuation of national business activity, the process accompanying economic and social development. In modern economy the efficiency of measures of anti-recessionary regulation in the system of realization of mechanisms of economic policy of critical social technologies acquires the increasing relevance as promotes minimization of negative consequences of objectively inevitable periods of business recession.

Actual problems of innovative development in the context of structural modernization of the Russian macroeconomic are uneven dot nature of innovative dynamics, insufficiency of financing of innovative initiatives and projects from the state and business, the difficult institutional mechanism of an innovative cycle from innovative developments before commercialization and introduction of innovative production. In these circumstances research of problems and tendencies of innovative development in the context of structural modernization acts as a perspective task of the theoretical analysis for practical development of mechanisms of realization of effective forms of macroeconomic regulation of innovative activity, development of innovative infrastructure in regions and branches of national economy, creation of tools for large-scale involvement in innovative activity of the organizations of small and medium business. In the offered article authors analyze the main problems and perspective tendencies of innovative dynamics as key factor of structural modernization of the Russian economy.

The article examines current theoretical aspects of crisis management in the system of national economic policy, instruments, imperatives and principles of the anti-crisis policy of the state at the present stage.
