Article is devoted to the analysis of introduction of technologies of project management in public sector of foreign countries (Great Britain, Malaysia, Japan, the USA and Norway). As a result, the author focuses attention to relevance of introduction of the principles of project management in state bodies in the Russian Federation.

Article is devoted to the analysis of an entity of public sector and determination of its role in economy of the state. The analysis of the existing researches of public sector confirms absence of uniform approach, including in regulations of the Russian Federation. As a result, the author focuses attention to need of a specification of the concept "public sector" of the legislation of the Russian Federation for the purpose of specification of functions and tasks of this sector of the state.

In the article the activity of the Russian states of the legal providing of transfer to information society is represented. Effective condition of such transfer are programs “open government” and “open region”, which let citizens participate in development and realizations of state programs. In such conditions society should provide both the security of information and communication systems and information and ideological ideas of society`s consolidation.

The article deals with the fact, that open public administration is the contemporary answer to the variety of questions, faced by the authorities and society today. It is a modern administration model, based on principles and mechanisms of public involvement in the development and supervision of administrative decisions, facilitation of citizens` interaction with public institutions, transparency and clarity of governmental work.
