The investigation devoted to the issues of risk management in the processes of municipal management. Based on the study of the interaction of formal institutions and informal municipal interaction, key concepts of uncertainty, complex and multiple-valued risks considered. Particular attention paid to specific stages of risk management: preliminary, interdisciplinary and quantitative assessment in risk management, and communication in municipal risk management. As a result, an adaptive integrative model of risk management for urban development planning has developed.

The paper attempts to understand how city government can influence the development of the transport structure of urban space, as well as how to do the job of public transport more comfortable for the citizens of the city. The problem of providing consistently high quality of transport services complex. It can not solve the conduct of disparate events. Only through a systematic and comprehensive approach to the simultaneous implementation of technical, organizational, economic, legal and social events, we can confidently improve the quality of passenger services.
