This article presents the features of e-government as a tool for transparent measures, that determine the effectiveness of public administration. The mechanism’s features of interaction between representatives of public administration in terms of the informatization policy are investigated. The author offers a system of indicators to assess the effectiveness of public administration in terms of e-government.

In this article considers the contradictions system, the set of interrelated elements, which consists of the basic contradiction of the economical system, the management system, the main contradiction of strategic management and its derivatives.

The paper formulates the contradictions in the management of modern system of public services. Peculiarities of strengthening public management system of public services in the framework of development of legislation on state and municipal services. Proposed measures to address the identified conflicts and improving the system of public services.

Contradictions of a modern control system in terms of the state purchasing policy are formulated in the article. The role of state-private partnership in the rise of the transparency of this sphere and effective management of the spendings of budgetary funds is proved.

The article is devoted to the problems of the state personnel policy implementation, the ways of their solution by working out such mechanisms as effective contracts and staff involvement.

New approach to management of organization competitiveness on the basis of conception of dynamic abilities is considered in the article. Dynamic model of competitive advantage with the regard for the life cycle of organization is proposed.

The authors analyse the current economic climate and describe a number of measures to further improve the forms of public and private partnership.

The issues of elaboration and realization of state agrarian policy as the major practical task of agrarian economic science (AES), as a part of economic theory are considered in the article.
