The article describes the institutional changes in the North Caucasus in the post-Soviet period and the impact of these transformations on the political turbulence. Particular attention is paid exacerbated ethnic and political situation, xenophobia in regions that can give kommulyativny effect based on the growing xenophobia. Notes the implications of the impact of information technology on inter-ethnic relations and political turbulence in the North Caucasus.
