The list of customs bodies activity principles that are not declared in the Customs union Code is offered in the article. The difference of “activity principle” term from others, such as “functions”, “rules”, “methods” etc, is also proved.

The main components of social system are considered in the article, the presence of organizing and controlling, as interdependent directions of social system activity is shown. Then author points out distinctive role of information in social system management. The ways of social systems informational interaction, basing on distributed information processing platform, is also proposed.

In the presented article a structure of management objects is described, the objectives of the social and economic development of a municipal unit are formulated. The differences between the terms “municipal economy” and “local economy” are explained by the authors. Functions of management of the spiritual activity at the municipal level are also considered.
