The state of the regional infrastructure is considered as an important condition for the socio-economic development of the regions. The article identifies problems hindering the development of various branches of infrastructure. A mechanism has been proposed for managing the development of a market infrastructure in which a special role is assigned to the state. Emphasis is placed on the need to comply with the principles of comprehensiveness and consistency as a condition for ensuring balanced and sustainable development of all subsystems of the market infrastructure. The methods, principles, instruments of state regulation of the process of formation and development of market infrastructure are defined.

In the Russian Federation is the biggest problem of economic development, the problem of structuring. There is a need establishing such a mechanism, that would enable make changes in providing products in parallel with the discoveries scientific and technical progress. The creation of such a mechanism is possible if we will start accurately assess the results of public authorities. This article focuses on this issue.

The article presents an analysis of the regional economy estimates based on calculations of municipal of indicators in the municipalities. We offer concrete ways of improving the evaluation system based on connecting the of municipal level.

In the article outlines the key issues for evaluating progress economic activity associated with the replacement of Russian statistical standards SNA-1993 on standards SNA-2008. The study showed that the proposed new standard 2008 SNA does not solve the main problems of statistical evaluation in the form of a non-equilibrium state of the economy, as well as does not create the conditions for the organization of a unified system of product evaluation at all levels of management: municipal, regional and federal.
