The article deals with the dynamics of protest activity in the contemporary Russia. The author have distinguished characteristic periods of escalation and easing of protest activity potential. Special attention in methodological and practical way is given to the problem of the structural factors of protest activity on the regional level and the ways of its explication in the forecast and management purposes.

The article dwells on specifics of social protest in modern society under globalization and developments to the classical theory of relative deprivation. The author offers his own interpretation of technology of mobilizing public protest potential and analyses the phenomenon of universal scenarios for large-scale protest activity in various countries.
