The empire is destiny. Historical and politological discourse of a concept of the empire is considered. Various points of view of a phenomenon of the empire are analyzed. The special attention is paid to application of the principle of a reductionism for the description of concept of the empire. The concept of empires with emphasis on application of the principle of a reductionism is described.

The article is devoted to the problem of town culture formation and urban development in historical retrospective review. A town was used as a source of European tradition and a political state and a civil society. In the article the author gives the modern glance on the fact of originating the town civilization and standards of town self-government. It is analized the essencial difference of West-European town culture and the culture of the Middle Ages of Rus. However the ambivalent process came to one civilized result – the formation of local municipal self-government is a necessary condition of forming the system of civil relations.
