Introduction. Macroeconomic instability has necessitated the transformation of approaches to anti-crisis management in the field of healthcare and equipment maintenance. Rising costs, disruption of supply chains and shortage of components require the development of adaptive approaches and tools that combine government regulation with market mechanisms. Methods. The research uses methods of comparative analysis of domestic and foreign anti-crisis management practices, concepts of organizational resilience and risk management, economic and statistical methods; case analysis of successful practices. Purpose. To systematize methodological approaches to anti-crisis management in the field of healthcare and equipment maintenance, to evaluate the effectiveness of the tools used in a crisis and to develop recommendations for the development of market mechanisms of anti-crisis management. Results. Key anti-crisis measures have been identified: localization of production, zonal servicing, digitalization. A classification of approaches has been developed: institutional (government support), resource (import substitution), process (predictive analytics). Regional imbalances have been identified and recommendations for the development of market mechanisms for anti-crisis management have been proposed. Conclusions. Increasing the sustainability of medical organizations requires hybrid models that combine government regulation (GOST R standards, PPP programs); market instruments (competition of service providers, digital platforms); adaptation of international experience (circular economy, quality compliance control). A promising direction is the development of network clusters and an ecosystem of suppliers based on venture financing.

Determination of a comprehensive assessment of the effectiveness of the activities of regional structures for managing the development of a territory is a topical issue at the federal level. Recently, the Government of the Russian Federation, together with the Ministry of Economic Development of the Russian Federation, has been carrying out reforms in the administrative sphere. The indicators for evaluating the effectiveness of the heads of the constituent entities of the Russian Federation, as well as the calculation methods, are being improved and adjusted. All this is aimed at obtaining an objective assessment of the socio-economic state of the region and reducing the risk of distorting the data obtained. Given the trends in the transition to the digital space and the introduction of digital platforms, artificial intelligence into human activities, it is relevant to use new tools to assess the effectiveness of regional structures, which in turn include indicators not only quantitative, but also qualitative. The problem area is the imbalance of the data array. The article considers new approaches to solving this problem area.

In today 's environment, the issues of integrated development, economic independence and financial resources for the Territories are becoming most important. The ability of the region to have such resources in sufficient quantity and volume to fully implement the tasks set, to solve economic and social problems within the competence of the relevant level of power, and is its economic autonomy. In any case, the region, having gained such autonomy, is to some extent separated from other regions of the country within the framework of the national economy, as well as limited reproductive ties in the territory. At the same time, there are problems related to the lack of own revenues and the dependence of regions on free revenues from other levels of the budget system. Integrated development depends directly on the financial basis (base) capable of providing it. Coherent and balanced economic, social and spatial development, taking into account and respecting the interests of present and future generations, constitutes the integrated development of the Territories. The purpose of the work is to define new directions of complex development of rural areas on the example of Bagayevsky district of Rostov region.
