THE IMPACT OF REFORMS ON THE PERSONNEL POTENTIAL IN THE SCIENCE AND HIGHER EDUCATION IN RUSSIA
The article considers contemporary reforms of science and higher education from the point of view of their impact on research staff. It is analyzed the dynamics of wages and in the number of researchers and teachers of higher educational institutions. The author proposes measures on the improvement of the management system and improving working conditions in the science and higher education in Russia.
