The article analyzes the instruments of Russia's foreign policy that contribute to ensuring interethnic harmony: providing preferences to citizens of the states Russia's geopolitical allies in the field of labor migration; targeted measures of national policies aimed at workers from the EAEU countries; Russian military, economic, educational and humanitarian presence in the post-Soviet space; incorporation of diasporas into the ethnocultural structure of the host society; cooperation with member states of the Eurasian economic union at the regional level.

In the article one of the current topics of modern media space is considered eurasian integration. Forms of interaction between elites, counter-elites and the society in the process of implementing the Eurasian integration project are considered. The emphasis is placed on their political and communicative functions. The conclusion is substantiated that the media and media act as channels for broadcasting civic participation and civic expression of will, goals and ideals aimed at strengthening the Eurasian integration project, channels of feedback and influence on the elite and counter-elite.

The article shows that the Eurasian project is realized only with the active participation of the elites in its political and legal, institutional and expert support. The activity of elites in the framework of integration into the Eurasian Economic Union is analyzed. Value values are considered and the need to strengthen interstate cooperation in the field of implementing the Eurasian project is substantiated.
