Imperatives of food security are largely determined on the basis of economic policy, as well as on the basis of the use of various tools and technologies for regulating agricultural and food markets. This means that it is impossible to study the basic problems related to the organization of food security without defining these points. The article analyzes the historical approach and describes the key periods associated with the formation of food security. The author defines the role and impact of sectoral sanctions on the food security system of the Russian Federation, and also identifies key areas that contribute to the development of import substitution in the Russian Federation.

Modern methods for preparing forecasts and plans for the strategic development of regions are based on the use of foresight technologies. This technology allows not only to involve all stakeholders in the forecasting process, to ensure the quality of management decision-making, but also to consolidate the efforts of civil society participants. Testing technology foresight on the example of choosing a concept for a business forum for entrepreneurs of different scales of activity showed the possibility of choosing a priority solution taking into account the opinion of managers and specialists from organizations responsible for supporting small and medium-sized businesses and managers of business structures.

The article shows that financial security system should be based on scientific methods of assessment of inner and outer competitive advantages and risks of organizations. The authors’ characteristics of financial security system and measures of risk-management implementation in organizations of South Russia are offered.

In the article the methodological approaches to ensure the spatial development of the border territory on the basis of program and strategic methods are discusses. A competent and skillful settlement of the processes of socio-economic development, through the implementation of targeted development programs on the part of the state, can lead to an increase in socio-economic well-being. Fore ensure the spatial development of the territory, it is recommended to use two levels of strategy: capital investment in the region and the development of the spiritual, moral and humanitarian spheres. Also, it is necessary to have a good regulatory and methodological framework that allows you to implement the strategy of socio-economic development of territories.

The necessity of creation and implementation of the policy of efficient economic security is actualized nowadays heavily. Its’ basis should be formed by strict determination of the category “economic security” because its essence determines the principles of the policy of economic security provision. In the article the dialectics of development of the category “economic security” is traced and it is shown that its’ full essence is embodied in triad of categories: threats challenges security. As an example the case of regional economic security system of Rostov region is investigated.

The article shows that after implementation of restructuring organization should constantly enhance its development strategy, should use scientific methods of assessment of inner and outer competitive advantages of organization.
