The article discusses the possibility of implementing the greening strategy for the economy of Russian Federation on the basis of the introducing of a self-organizing system of environmental management within the framework of the law of dynamic equilibrium. The role of government policy in nature protection and business as participants in a strategy aimed at addressing the problem of non-contradictory purposes of the nature conservation objectives of the economy is defined.

The category of complexity in the process of evolution system and its empirical meaning to the objects and systems of administration is considered. It is attempted to argue that with development of complexity of social systems and administration objects they transform into the less ordinate ones, it means their entropy is increased. The possibilities of avoiding of unmanaged situations in social systems in the base of ensemble and cluster theory of self organized systems are shown.
